SMS failure iOS 10

I was wondering if anyone else has had this issue. I have the iPhone 7 PLUS and have installed iOS 10 on my iPad. Everything is up to date to 10.1.1.

Every now and then I have issues with sending SMS via my iPad or iPhone. The device will just state that Message Failed to Send, then I choose retry and it send no problem. This issue is inconsistent and doesn't have a pattern to it. Some days it works well and others it fails several times. Its really not a huge huge issue but I would like to fix it if there is a fix available.

Any ideas?

So I tried this and it made my phone act all funny. I was thinking maybe it was the device just trying to work out it kinks, then 10.2 came out and all hell broke loose. Restored the device, setup as a new iPhone and now I am experiencing all kinds of weird bugs. Is anyone else experiencing 10.2 to be that buggy?
