I've not heard of anyone who updated via iTunes having data recovery problems. As for the thread question, I haven't heard of any bugs associated with iOS 10.0.3 thus far.

I have never seen an error message pop up on any iPhone that actually says "Losing Signal"

Can you post a photo of that error message / screen shot?

There's no pop up, I just lose signal for a minute or two then it comes back.
