I would say the person on the phone. People think since they are "busy" on their phones it is an excuse to ignore someone or avoid meeting someone new. Phones have been sucking up people's time like a black hole. Phones have their definite place, they are very useful business and communication tools but sometimes we just need to pull back for a bit and talk to PEOPLE in real life! Please take no offense at this. It's just my opinion:)

I would say the Interrupter. It's clear the person on the phone is occupied and I'm sure they can see the Interrupter so if they want to stop and talk they can initiate it.
