Do you need service on an iPhone 4 for iMessage

I have an iPhone 4, it doesn't have service. I'm trying to get the iMessage to work but it says waiting for activation. My question is if I need to have service on my phone to be able to use iMessage?

iMessage will work with wifi.

You may need to turn iMessage off and then back on.
