I have the iPad mini, is the iMessage still free if abroad? Or will it charge me ?
As long as you are on WiFi, yes... otherwise, you will pay exorbitant data roaming rates from your carrier for the privilege.

iMessage allows you to send unlimited text, photos, videos, locations, and contacts using Wi-Fi or cellular data. That statement came from Apple's website and can be viewed HERE.
Just be warned, if you are using cellular data while roaming internationally, you could be racking up huge data charges...

I just returned from 2 weeks in Ethiopia... and as long as I was on wifi, I could do just about everything I wanted - surfing the net, texting, emailing, FaceTime, etc... but I turned ON airplane mode and then activated wifi to insure NO data roaming charges.

Does she have an iPhone running iOS 5 or later? Does she have iMessage enabled on her device? If yes, then the number you have for her in your contact list should turn blue when composing an iMessage to her. Simply compose the message and then send it.

If it sends as an SMS because my friend overseas, perhaps, isn't using Wi-fi, will they still get that message even if it is sent by a text message or should I send it again (using the toggle to only have it send as an iMessage)?

I send iMessage to Japan and do use wifi or have a international text plan. I just turn off send as SMS to avoid charges.

If you are still on wifi, the yes it will be free. If you are not on wifi and have Data Roaming turned off, then I'm not sure whether the message would be not delivered or delivered via SMS. I think you need to make sure your friends have the "Send as SMS" setting turned off. That way there should be no chance they could send you an international SMS.

Usually incoming SMS is free while roaming... But u don't use iMessage anymore because of that reason. When I had iMessage on and was roaming and had data roaming OFF I didn't receive any texts and bought a plan to save me money for texting but didn't receive any because it was eating for internet connection for iMessage... So I wasted my money
