Why aren't my iMac Photos in sync with Photos on iPhone or iCloud.com?

iCloud Photo Library: iMac Photos not in Sync with Photos on iPhone or iCloud.com

I am actually using the iCloud Photo Library for my iMac my iPhone etc..
When I download a new set of images from my Camera onto my iMac I use the new Photos software.
Then I delete the photos I no longer want to keep.
And I create an Album with these pictures I held onto.

Problem:
on my iPhone and on iCloud.com/photos however
I found All the photos, Including the ones I deleted in Photos on iMac
and I do not find the new album I created on my iMac.

I have made sure to have my iMac and iPhone both connected to Wifi.

Any idea why this is happening?
