Picture management between iPhone and PC

I've enabled all the iCloud options for managing my pictures on my PC via iCloud. I created a shared folder on my iPhone and I found that folder on my PC. I dropped a large batch of photos into that folder on my PC but they are not appearing in that shared folder on my iPhone. Can anyone tell me what the problem is or what I may have done wrong?

Afaik you have to put photos into the upload folder for them to appear in iCloud and therefore on your linked devices.

That's the only way it's ever worked for me

I did seem to get it to work but it took quite a bit of time. I actually considered storing all my pictures on my phone since I have a device with ample storage but the iCloud thing is just a little to confusing and convoluted. I'm going to stick with Dropbox as it's much easier to use.
