My phone cannot download a photo from my icloud library to attach to a text.

The message reads...CANNOT DOWNLOAD PHOTO
there was an error downloading this photo from your iCloud Photo library. Please try again later. (I have been trying for 2 weeks)

Has the photo been edited in any other way? if so. restore it to original from going to photos on another device or Web iCloud.com and go back to original. It may be corrupt. OR Is you phone storage full?

Hello, please try these steps to download your photos. It may resolve the issue you are having. Details can be found at Make copies of iCloud Data.

Follow these steps to manually import photos and videos in shared streams to your iPhoto library:

1. Open iPhoto and choose Shared > iCloud in the Source list.
2. Select a shared stream under Family and Friends' Streams.
3. You can import all new content or choose which items you want to import:

• To import all new content, click Add To, then click Import.
• To import specific items, open the shared stream, hold down Command, and select what you want to import. Click Add To, then Click Import.
