why are my text messages going through icloud rather than through my phone number?

I have tried deleting all but my phone number in setting and then text messages aren't going at all.

Have you tried turning off iMessage and turning it back on? I know this has been a solution in the past because somehow it gets stuck on registering with the phone number. Is this a new device or did this just start happening?
