Mail app attachments, how do I send them?

Mail app attachments

I don't use or subscribe to iCloud Drive. When using Mail app & trying to send an attachment, touching the screen to display attachment option only offers a choice of iCloud Drive. How can I send an attachment? Is there a setting somewhere I'm missing? Disabling iCloud Drive makes no difference.
Anyone out there have an answer?
