Why is my iCloud Photo picture count different?

iCloud Photo picture count difference

I noticed today that the **** of photos in iCloud varied by device:

iPhone, MBP, and Web access to iCloud shows 10,829 photos
iPad shows 10,817

Why the difference, and how can I fix it?

I would turn off iCloud photo library on the iPad, reboot then re-enable iCloud photo library.
