Why aren't my photos being shared between my iPhone and iPad through iCloud?

I don't know, but you can check the following:

1. Both device are signed in to iCloud using the SAME Apple ID & passcode.
2. Make sure that iCloud Photo Library and/or Photostream is enabled on both devices.
3. Make sure both devices are connected to the Internet, either via Wi-Fi or cellular data.

Welcome to iMore! Make sure you're logged into the same iCloud account. Also go to Settings > iCloud > Photos, and make sure that iCloud Photo Library is enabled on both devices.
