iCloud tells me I have 1700 photo's in the Cloud - how do I find them ?

Rapidly losing the will to live with this !
I am paying for a 50GB storage plan and supposedly have 1700 photos (=3.6GB) stored in the cloud.
I expect to be able to readily access these photo's via the iCloud app and not have to also manually add them from my PC.
Can anyone please tell me how from within the iCloud app on my iphone 5s I can gain access to my photo's ??

Welcome to iMore! It appears they are backed up to iCloud. That's not the same as iCloud Photo Library. A back up is what is currently on your device. It may be a previous back up. You can't see those on your phone or iPad. I think you can view them by going to iCloud.com on your computer. It's not the same as storage. If you want to store photos, use iCloud Photo Library. Or Box, Dropbox and OneDrive.

Hi and thanks for the reply ...

I have iCloud Photo Library selected on my phone.
How do I see what's in the library ?
I thought this would mean any such photo's would be visible within iCloud ?

Otherwise, what's the point of me paying for 50GB storage - I'm never going to need it ??

Go to Settings → iCloud → Photos and then enable the toggle next to "iCloud Photo Library".
