Have ICloud but photos are using 1 gb of storage on my iPhone. Why?

Are you saving the photos to your iCloud Photo Library?

Your iCloud storage is not the same as your phone's storage. The photos are apparently on your phone using 1 gb of the phone's storage space. If you do a back up, they also will be using 1 gb of iCloud storage space.
