How do I change iCloud ID address to my Apple ID address

I have an iCloud account in my old email address. I updated my Apple ID to my new email address, with a new password, however I cannot change the iCloud address and the password I had isn't accepted. It is cycle of anther password (with old email address) then it's incorrect . My Apple ID works perfectly well, and I'm not sure what else to try to change the email address on iCloud (it's in the dull grey not highlighted black letters so can't be changed)
