why is it so hard to see pictures someone sent by icloud on a windows machine?

I do not own anything apple running windows 8.1 , am 67 years old installed what I thought was icloud. Filled out information when i go to open i get this apple id is not a icloud account. How do I create a icloud account? Thanks for any help.

Maybe you can find what you need here. I think you have to have an Apple device.
