Photos upload starting over

I have about 68,000 photos in my Photos library. It took 5 weeks to upload 55,000 photos. Now the upload started over with 68,000 photos while the iCloud Photo library eats uo 200 GB of my iCloud storage. What's going on?

Photos taken in 8MP usually run about a 1 meg + in size so you need a lot of space in the cloud to store them. You might want to rethink your photo storage
