what happens when restore from icloud is interrupted? Should I start over?

I had my phone replaced (warranty issue) and left the store and their Wifi before it completely restored. I came home and logged in on Wifi but it seems like nothing is happening hours later

You're restoring from iCloud so nothing is lost. If the restore isn't finished you might consider doing a factory reset and starting over.
