I have a iCloud keychain icon in setting. I can' t use it how does it work

The icon is in settings but when I click on it nothing happens. Is there a fix to this or is there another place to store my passwords?

Go to Settings >iCloud >Keychain > turn on.
Then when you create a new password for a log in. It will ask you if you want to save it to keychain. In Safari.
