Can I have all my files/documents in iCloud Drive but off my MacBook Pro?

I have a Macbook Pro with only 128gb HD. I have gb of documents, pdfs and want to be able to access them on my iPad/iPhone and Mac but do not have enough room to store them all on my Mac. I do not want to pay for Dropbox as well as pay for iCloud storage and want to keep in the Apple ecosystem.

Yes, but make sure you have an app like GoodReader installed on your iPhone and iPad to be able to save/export to icloud Drive as well as access them.
