iCloud mail "Over quota"

Any mail sent to my "@me.com" account bounces back to the sender saying "over quota". I've gone to the iCloud sit on my PC and deleted ALL mails, as recommended by the Apple help forums. When I go (on my phone) Settings> iCloud> Storage & backup> Manage storage> it still shows that I have 3.8Gig's of mail in the account. I do in addition also have 1.2Gig free of the 5Gig storage. Is there a way to "reset" my iCloud account without loosing my contacts,notes, documents,etc.? Please help, I'm trying to break free of gmail and would dearly like my iCloud mail account to work again.
