iCloud Control Panel (Windows) not uploading

I have downloaded and installed multiple times, but the icloud control panel does not upload pictures for me. I have put many things in the upload folder and they never show in the cloud. Any ideas? I have turned photostream on and off many times in the control panel and changed folders. Still nothing ever gets uploaded.

It seems like iCloud Control Panel is full of bugs. I can't get it to sync my calendars correctly either. My photos are syncing though.
