phone wipe (does it really work)?

I lost my phone. Activated the wipe option. Then found it (yep, pretty dumb)... Yet it hasn't been wiped. I haven't connected to the WiFi yet, but I'm on 3G and nothing's happening with the phone.

Does this this work on WiFi only?

I'm using iPhone4

I was able to wipe my daughter's iPhone 4 without it being connected to WiFi. I was in here in Florida and she was in North Carolina. Yet, she had to be connected to WiFi in order to restore from backup.
