I would like to know if it is possible to set up a homekit scene that would turn on lights when a motion sensor is triggered AND it is after sunset. I can't seem to figure out how to have two triggers. Thanks.

I don't think that's possible. IMO that's one of the biggest downfalls of mainstream home automation apps. IFTTT and HomeKit both lack multi-conditional triggers. If you have Philips Hue and the Hue motion sensor you can set different scenes to trigger morning and night, and you decide what hours are considered morning and what are considered night, so you can kind of do what you want just within Philips Hue's app.
