Hotmail gets its own App, why can't Gmail?

I thought that Apple prohibited 3rd party email clients (something about not having uniform user experience for included functionality etc etc.). So how come Hotmail users get their own app (which will include push delivery soon)?

Why can't we have good clients for Gmail (with push) or Exchange (the list features lacking in the iPhone mail app for this is too long to list here!)?
