Well, you asked your question in a very convoluted way.

So in your OP, you basically are asking if you can change the email address associated with your Apple ID, right? Have you gone to https://appleid.apple.com/#!&page=signin and clicked on "Edit" and clicked on "Change Email Address"?

I'm not sure why you brought up having an email "alias" because I don't think that is related to your Apple ID. Note, however, that personally, I wouldn't use my @icloud.com email address as my Apple ID.

    OR

Are you merely asking if you can make your @icloud.com EMAIL ADDRESS as your primary email address and not having anything to do with your Apple ID?

Yes this is what I am trying to understand how to make my @icloud.com (which is alias of Apple ID) as my primary account.

Explain how your @icloud.com is an "alias of your Apple ID". You can have an alias of an email address. But I do not think that you can have an alias of your Apple ID.

You can’t use an alias to sign in to iCloud.com, and you can’t use an alias to create a separate iCloud account.

If you created one or more email aliases for your account, be aware of the following:

You can change or delete an email alias, but if you delete an @mac.com or @me.com email alias, you can't add it back to your iCloud account.
You can't sign in to iCloud.com with an email alias. Sign in with your @icloud.com email address or the Apple ID that you use with your iCloud account.

Say my Apple ID is abc@outlook.com and this is my main email address then if you go into settings you can create a free iCloud.com ID as well and say I have abc@icloud.com, now I can sign into iCloud.com using both ID's and both have same password. So I assume that it is alias of the Apple ID
