Apple requires a valid payment method on AppleIDs - if you don't want an card on file - you can get a small iTunes gift card and apply that to your AppleID and it will make your issue go away.

I don't believe this is true. I removed the credit card from my Apple account several years ago, and I can still download free apps. Good luck trying to solve the problem!
