Welcome to iMore! So when someone calls you, it goes to messages? Do you mean the Messages app, or Voicemail?
If voicemail, try this:

1. Make sure that*iPhone?s Ring/Silent switch is OFF meaning ringer is ON.*A bell will flash briefly on the screen when you turn on the ringer.
2. Make sure that*the Do Not Disturb setting is not silencing calls (Settings > Do Not Disturb).
3. Make sure that Airplane Mode is OFF (Settings > Airplane Mode).
4. Make sure that your carrier software is up to date (Settings > General > About).

If it goes to the Messages app, try a hard reset:
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.
