You may have a 3rd party app that needs to be updated for 9.3. If you are absolutely certain that there is no 3rd party app misbehaving then you can try a clean install (factory reset, backup first!) of the OS as sometimes OS files can become corrupt when overwriting old OS files with new ones.

Probably the reason why your battery is dieing fast is because you have the app running 24/7 and forget to close it. Closing apps saves battery life dramatically.

You do not need to close apps. When they're cached they are not using any battery or any system resources. They're in a suspended state until you open them again.

IOS after update take some time to settle in and i will suggest to give it sometime
