Why won't my Live wallpaper work

So I downloaded an app called ThemeKit and it said it worked for iPads and iPhones. I'm using my iPad and I made a live wallpaper and it said to press and hold the picture and it would become a live wallpaper but it's not working. I've updated my iPad to 9.2.1 and it still won't work please help!!!!!
