Standard and zoom display?

Standard and zoom display

I have an iPhone 6s Plus, iPad Pro, and iPad mini 4. All have OS 9.2.1. The iPhone and the iPad Pro both have the option under Settings.Brightness and Display, to use Standard display or Zoom display. The iPad mini 4 does not. I even erased it tonight and started it back up as a new iPad but still, the option is not there. Anyone else find this true and why is that option not available?
