pictures on one page and writing on the other using 1.5 space with lines and has to turn pages over to look like a book.

I don't know. There's some writing tool apps in the App Store. Have you searched there? Enter Book Writing in the App Store search. Hopefully a bookwriter will come along.

starting with the Pages app would prob be the cheapest (read: free) route. I'm sure there is an app, or built in feature, to create the flow of a book as you're interested in having. Or you could create the document and convert it to an iBook
