How can I unclock my Iphone?

I found an IPhone the other day, and I didn't find the owner so I decided to keep it, however I can't unlock it.
People say that I have to use Itunes, and I did but it didn't work because I'm not logged on it. People also told me to hold the Wake and Sleep button but it just restarts the phone.
I really need help!

You can't unlock it because it isn't YOUR phone. Take it to an Apple Store or a police station and turn it in.

There's nothing anyone can do. Not even Apple. And Apple says to turn lost phones in to the police, not them.
