Welcome to iMore! You can use Family Sharing to accomplish that. Basically, you'll set up your own iCloud account as the Organizer account, and then add your kids' accounts under yours. iTunes purchases will automatically be billed to whatever payment method you have on file, including iTunes cards that have been credited to YOUR account. You can also set up permissions so, for example, your sons have to ask for permission before purchasing and installing apps. I use it for my sons' iPads and it works great.
