If the phone is locked, you can't. There are a few visual clues that might give an indication of whether it is running a very old iOS version but you won't be able to tell any incremental versions at all.

Actually you can hook ir up to the desktop with I tunes. And. Go to help after it updates and all but if it's locked u don't want to reset it but u can find version in diagnostics after all the scans read the log and you will see wich iOS it is
