Why can't I download iMovie

I turned off iCloud and App Store but then I turned it back on, now it says I cannot download iMovie on my iPad mini 2 running on iOS 8 I don't know why is it because it's a purchased app? I don't know.

That's because the latest version requires iOS 9 or later.
