El Capitan Save As Not Working

Hi Everyone,

I'm using El Capitan and I have some problem about it. And I don't know how to solve. Does Anyone know this issue?

I'm using Apple Mail and when I'm trying to save as, it's coming windows to me after 10 second later. Or the other example Word, Excel etc. I want to save as something and save as window appear so late. Like 10 or 15 second later.

If you know that please help me.

I'm having this problem I could not find a solution.
I am installing a new system on the machine and after a while I start to live again the issue.
