I can't figure out why Personal hotspot tethering isn't enabled on a SIM free iPhone

So, I just received a SIM free iPhone via Fed Ex from Apple.

Opened it, used it for a day, and generally happy with it. I'm coming from both Android and Windows phones though, and some of the limitations and constrictions that Apple puts in place are irritating, but nothing I can't live with.

Until I came across this: under Cellular > Personal Hotspot > I get a popup note to contact AT&T to enable hotspot sharing on my account.

Again, this is on a SIM free, fully unlocked new iPhone 6S device, that I inserted an AT&T SIM card into. I can't edit the cellular data or APN settings or adjust other cellular settings.

But mainly, I can't get personal hotspot to work, even though I have a generous data plan, just like I could on unlocked carrier free Androids.

Help!

I can only *assume* it's due to an agreement between Apple and AT&T, and I'm unaware of a workaround.

My phone is sim free and I have AT&T. My personal hotspot works but I did have to ensure AT&T allowed it/it was enabled on my bill first then it worked.

It should work for you though. Having a sim free phone whilst matter.
