Why don't my iPhone Cellular Calls appear in my FaceTime preferences?

iPhone Cellular Calls does not appear in my FaceTime preferences

I upgraded to El Capitan; got my iPhone iOS updated to 9.0 and continuity was working great. I could call and receive phone call from my Mac mini. Then it suddenly stopped working. From my iOS device; I go into settings->FaceTime and the iPhone Cellular Calls is missing.

Are you making them on your WIFI or actually cellular network? Check out all of your settings as well for FaceTime.
