can I change layout of Notification Center? they are using 50% of space for Today View.

reducing size for my Widgets to 50% destroys Widgets usefulness.

No. The best you can do is add/remove widgets, but even the widgets, for the most part, have fixed layouts. I'd suggest moving the widgets around (up/down in the list) to maximize their functionality and utility to meet your needs.
