Safari isn't working on my old phone OR my new phone...

I had an old iPhone 5 and safari stopped working. Nothing worked--factory reset, etc. I finally went and upgraded to an iPhone 6; they synced using my iCloud, and safari now doesn't work on my new phone. Help?!

Something is wrong with your iCloud backup I would restore to factory and setup as a new phone
