Why am I charged for I messages to Australia

My provider is Virgin sometimes they charge me I phone to I phone sometimes not. Sms is off

Does the recipient have an iPhone as well?

Also FYI - iMessage uses data even to another iPhone UNLESS you are on WIFI which is what I do if I have access wherever I might be and then it is free. I have a very liberal data plan so I don't worry about it so remember - use WIFI whenever you have a chance and if blue than you know who you are sending to has an iPhone as well.

Blue is free of charge, whereas green is charged according to your plan with your carrier.
Bear in mind that you at all times have to have an data connection on your phone to be able to send iMessages. Regular messages (green) don't require a data connection when you use it.
