The connection is not immediate. Wait for the connection to complete.

Re: My face time isn't working out, how can I fix it?
Facetime is an excellent app and service for video call through our iPhone. People can talk freely over the Internet connection, bypassing the standard voice network. However, things can go wrong and we should know how to fix it.
Update both iPhone devices: In some cases, there are issues in making and receiving calls when the device certificates have been expired. The latest software update should fix this problem. Check that the iOS versions on both devices are up to date.
Check that FaceTime is enabled: This is a simple mistake that many people may do. To check that the FaceTime is enabled go to Settings> Facetime. Make sure that it is switched to On.
Check the Apple ID: We should make sure that we are signed using the correct Apple ID. Go to Settings> FaceTime. Check that we use the proper Apple ID. If it is not, we need to tap the Sign Out button and enter the correct Apple ID username and the associated password.
Check why it is stuck on “Waiting for Activation” message: If it happens for a rather long time, we should close FaceTime and open it again. Go to Settings> FaceTime and set it to off. Wait for a few seconds and tap again to turn it back to On.
Check that we use the proper date and time: The FaceTime connection can be established correctly if both devices use accurate and updated Time and Date. If the device at the other end of the connection is a Mac, go to Date & Time; then make sure date & time is set automatically. Choose Apple server that is located close to your country. On the iPhone, go to Settings> General> Date & Time. The Set Automatically option must be On.
Check Wi-Fi or Cellular data connection: FaceTime won’t work if we don’t have a reliable Internet connection. On your iPhone go to Settings> Wi-Fi to make sure that the connection has been established. If we use cellular data, go to Settings> Mobile and check that the data connection is enabled.
Check the Push setting in email: FaceTime requires Push Mail for notification of incoming calls. If there’s problem with FaceTime, go to Settings> Mail Contact, Calendars> Fetch New Data. Make sure that the Push feature is enabled.
Check phone numbers: Go to Settings> FaceTime and make sure that we use the proper phone number. Look for the sentence, “You can be reached by FaceTime”, we can find the Apple ID and phone number listed underneath.
Check if the person is blocked: It is possible that the person is accidentally blocked. Go to Settings> FaceTime> Blocked. Make sure that the person isn’t listed. If we find him/her in the blocked list, tap the Remove icon located next to their name.
Check if FaceTime is installed: In some cases, FaceTime isn’t installed by default. If the FaceTime app is missing, try to install it.
Restart both devices: From desktop computers to smartphones, many problems can be addressed by simply restarting them. Restart both devices and FaceTime may actially work. It’s very easy to do, on an iPhone, hold down the wake/sleep button; then slide to power off.
