Why can't I move or rearrange pages within project?

Cannot move or rearrange pages within project

I recently upgraded to OS X Yosemite 10.10.4. I'm trying to work on a saved Project in Photos. I cannot move or rearrange pages within the project. The "Help" says to click on page number below page which I did and now all the pages are mixed up. When I try to drag page it jumps to other pages. I am beyond frustrated. Any advice would be much appreciated.

Start a new project and see if that works the way you want?
