Sorry for my lack of knowledge but...when you do a reset...network settings or all settings...does it use data ?

The act of resetting the device or settings on the device does not use any additional data.

Any time you install apps, you do use data unless your are on WiFi. Be careful. I'm not sure if you are able to restore using iCloud using data or you have to be connected to WiFi or computer to do it. Maybe someone can confirm?
