Transfering Apple Protection Plan

I recently purchased a used iPhone4 for my wife on ebay. The phone still has 1 year of the protection plan. I tried to transfer the plan on line but I need the agreement number. The seller states all I need is the serial number. Does anybody know the best way to transfer this or do I need to? If I ever need to swap it out could I do it even though I an not the original owner?
