How can I get a Game Center friend request to show between my iPad and my iPhone?

I have 2 older devices that I am trying to use to get my iOS 10 iPad and my 9.3.5 4S linked together. I want the iPad and 4S to be friends. I have two apple IDs and a iOS 6 iPod touch. I have logged into the ipads gamecenter on the ipod and have tried to send friend requests to the other device. The friend requests don't show up on either device.

FYI: I want to play myself in clash royale, but I dont want to get involved with facebook.

Apple has removed Game Center from iOS 10, so your iPad probably won't connect. Check the home screen on the iPad, you won't see the app.

In iOS 10, it's all done within the game apps. Those games participating should have the game center option in the App. But the device must be on iOS 10.
