It's to create some distinction between the dock and homescreen to avoid confusion when scrolling between the homescreens
I posted this a while ago in another thread
You're missing the fact that had Apple made the bottom row transparent, people would expect it to move with the rest of the screen and that would cause confusion.
By not making it transparent it's clear that the bottom row has another purpose than the rest of the rows.
Not everybody is as literate as us here and Apple serves the majority of humanity, not only the tech wiz kind
