Hosting a public TiPB hangout again.... its Monday 11:48am. Will be open till 12:30pm

It probably won't work any better than the TiPb chatroom. Especially at lunch time on a week day when everyone is working.

I did use the feature with one friend. I will try again in the early evening. I would like to see it with more than just one other person.

It works really well with a group, but if all you want is to chat with strangers, I think there are still plenty of IRC cam sites out there.
