Are there used iPhones for sale and if you buy one and want to replace a standard cell phone with it does ATT make you start a new service contract even if you do not care about having internet or e-mail.....

You can purchased refurbished iPhones. Both AT&T and Best Buy have sold them in the past and I believe they still are.

They still require a contract.

even if you get one through ebay/craigslist you still have to get the iphone plan through at&t before you can do anything with it

why don't you just try ebay? and there are ways you can use other than at&t providers with it. Just look around
